Europe Lists 1,600 Names, Forwarders Included

Affects you if

in the past twelve months you invoiced, bought from, or shipped through a company registered in Türkiye, the UAE, Russia or the Seychelles — including customs brokers and forwarders your own forwarder subcontracts to.

On 12 October the Council of the EU adopted restrictive measures against 1,569 individuals and entities in Russia’s military-industrial complex, including 826 Russian companies and 743 individuals serving as their CEOs. It is the single largest set of listings the EU has agreed, taking the Ukraine-related regime to close to 4,600 listings (Source).

Three days later the Council listed a further three individuals and nine entities for circumvention: cargo company MOVERS GROUP LLC, licensed Russian customs broker LLC DT INIER, Türkiye-based traders BEGLER TEKSTIL INSAAT ELEKTRONIK VE DIS TICARET LTD and MEDSE GROUP LLC, payment agent United Stream LLC, and UAE-, India- and Seychelles-based DIS Logistics DMCC, Vigor Marine Services LLP, SHIVA SHIPPING LTD and HURUS TRADE FZE (Source).

Translation: Each listing carries an asset freeze and a ban on making funds or economic resources available. Look at what kind of company is on this list — a customs broker, a cargo firm, a payment agent. Those are counterparties you inherit through a distributor rather than choose, and one payment to a listed payment agent is a breach whatever the goods were.

Do this yourself

Export the last twelve months of supplier and customer names from your accounting system and search each one against the EU consolidated sanctions list search page. Thirty minutes of copy-paste covers every name added this week.

A match or near-match lands on a forwarder, broker or payment agent currently holding your goods or your money, or an order is already in transit.

Signals

Bank Cut-Offs Now Come Without Warning

Affects you if

Middle East or Türkiye customers pay you through a correspondent bank, or you file Swiss authorisation forms for Iran-related transfers.

The US Treasury’s sanctions office (OFAC) alerted foreign banks on 5 October that institutions still transacting with sanctioned Iranian banks “could be targeted at any time without advance notification”, and deleted its earlier statement that it would generally make contact before making a finding (Source).

Separately, Switzerland’s economics department replaced the authorisation form for money transfers under Article 21 of the Iran ordinance on 13 October; only the new form is now accepted (Source). Your risk is not being designated. It is a receivable sitting blocked in a correspondent bank that was designated mid-transfer.

Do this yourself

Take the remittance advice — not the contract — for your last three payments from Middle East and Türkiye customers, note the actual sending and correspondent banks, and run each name through OFAC’s sanctions list search.

Get help if

A customer’s payment has left their bank and not arrived, or you hold a Swiss transfer authorisation issued on the old form.

US Import-Ban Case Hits Power Modules

Affects you if

You ship instruments, computing hardware or sub-assemblies into the US containing bought-in vertical power-delivery modules.

The US International Trade Commission has instituted an investigation under section 337 of the Tariff Act on a complaint by Vicor Corporation, covering certain vertical power delivery systems, components thereof, and computing systems containing the same, alleging infringement of US Patent No. 10,903,734. The complainant asks for a limited exclusion order and cease-and-desist orders (Source).

An exclusion order is enforced at the border by US customs, and it can reach finished products that merely contain the component. That is how an instrument maker gets stopped by someone else’s patent fight.

Do this yourself

Open the Federal Register notice, read the product description, and match it against the bill of materials for whatever you ship to the US. Identify which vendor supplies the power stage.

Get help if

Your module vendor appears in the case or will not answer, and you have US deliveries scheduled into 2027.

US Shipping Regulator Targets Spanish Vessels

Affects you if

Your US-bound goods move on Spanish-flag vessels, or you manufacture in Spain and sell into the US.

The Federal Maritime Commission — the US regulator of ocean shipping — has proposed a per-voyage fee on all Spanish vessels of $200,000, plus restrictions on the import of certain Spanish goods into the United States, and has invited public comment and a possible hearing (Source). Nothing is in force yet. But a vessel-level fee reaches cargo owners as a surcharge, and import restrictions reach them directly.

Do this yourself

Check the carrier and vessel flag on your next US-bound ocean booking, and ask your forwarder to flag any Spanish-flag tonnage in your routings.

Get help if

You have fixed-price US contracts running into 2027 with freight included and no surcharge or regulatory-change clause.

Corridor Note

Affects you if

You air-freight instrument crates to or from Asia, India or the Gulf on a routing that transits Dubai, Doha, Riyadh or Dammam.

Riyadh’s King Khalid International Airport remains closed after attacks at the weekend, affecting roughly 700 flights a day according to FlightRadar24, with further attacks at Riyadh and at King Fahd International in Dammam under assessment. Lufthansa suspended Riyadh services provisionally to 14 October, and Etihad and Emirates cancelled Saudi flights (Source).

The capacity picture behind it has not recovered — this continues the squeeze we flagged on 14 October. In week 40, worldwide air cargo capacity was up around 4% year on year, but capacity to and from the Gulf area was down around 17% and Middle East and South Asia down around 10% against late February; worldwide spot rates stood at +32% year on year (Source). Frankfurt’s Middle East traffic fell 16.3% in September (Source).

Do this yourself
  1. Open your open-shipment list and check the routing field on each air waybill for a Gulf transit point (DXB, DOH, RUH, DMM) — transit, not just destination.
  2. Where there is one, make your forwarder name the operating carrier for each leg of any re-route. If the instrument contains lithium batteries, that new carrier’s acceptance conditions decide whether it flies, not your original booking. Read its published lithium battery acceptance requirements before agreeing to the switch.
  3. Treat air quotes as valid for days, not weeks, when pricing Q4 orders.
Get help if

A consignment is sitting at a Gulf transit hub on an export licence with a fixed expiry, or under an end-use undertaking that never contemplated storage in a third country.

Regime Watch

  • Switzerland rewrites its customs law, consultation to 28 January 2027: The Federal Council opened consultation on a full revision package, built around a new framework ordinance (BAZG-VV) and a new customs duties ordinance (ZoV) replacing the current Zollverordnung, aimed at simplifying and digitalising border procedures. (Source)
  • EFTA–Vietnam free trade agreement signed 18 October: Signed in Hanoi alongside EFTA partners, with an EFTA–Thailand agreement also negotiated — check preferential origin rules before quoting either market. (Source)
  • First penalty under US outbound investment rules: The US Treasury announced its first civil enforcement penalty under the Outbound Investment Security Program on 7 October — relevant if a US parent or US fund investor holds a stake in your semiconductor, quantum or AI venture. (Source)
  • UN terrorism list changes apply in Switzerland automatically: The ISIL/Al-Qaida listings were amended with effect from 15 October and the SESAM database updated — Swiss screening lists move without any further Federal Council decision. (Source)
